Job Summary:The Summer Law Clerk works full time for 10 weeks in the summer with the National Student Clearinghouseandrsquo;s Legal department on a variety of legal matters. The focus areas of this position will be on issues such as data privacy law and legislation, contracts, and legal issues facing non-profit entities. This may involve tracking and analyzing federal and state student data privacy and data security legislation and its impact on the Clearinghouseandrsquo;s services and product initiatives pertaining to the use of data; assisting with the drafting and interpretation of contracts related to Clearinghouse services and products; legal research; and assisting the Clearinghouseandrsquo;s attorneys in providing counsel to internal clients on other legal matters as necessary. Key to each of the responsibilities will be ensuring the protection of personally identifiable information and the proprietary data and intellectual property of the Clearinghouse. The learning objective includes improving research and presentation skills, as well as improving subject matter knowledge of data privacy law. Additionally, this individual will work collaboratively on a group project with Clearinghouse interns, and deliver their findings at the end of the program to internal stakerhoulrs. The National Student Clearinghouse was founded as a nonprofit by the higher education community and is the leading provider of education reporting, data exchange, verification and research services to more than 4,000 participating higher education institutions, which represent 97 percent of all students in Title IV receiving public and private US institutions, and over 11,000 high schools, districts and state systems. Through the National Student Clearinghouse Research Center, we provide educators and policymakers with reports highlighting the latest trends in education through accurate longitudinal data on student outcomes to enable informed decision making. Our mission is to serve the education community by facilitating the exchange and understanding of student enrollment, performance and related information.Position Responsibilities:Prepares, reviews, and edits drafts of commercial and other business agreements at request of supervising counsel. Performs research related to contract provisions as needed.Performs legal research and analysis of matters relating to privacy, data security, non-profit status, and other areas, to assist the Legal Department in providing legal advice to business teams seeking to expand and improve the Clearinghouseandrsquo;s services in pursuit of the Clearinghouseandrsquo;s mission. Research will likely focus on the Family Educational Rights and Privacy Act (FERPA), the Higher Education Act (HEA), state student data privacy laws, the European General Data Protection Regulation (GDPR), and/or the Internal Revenue Code. Assist with the tracking and analysis of proposed state and federal legislation regarding student data privacy.Present research findings to Legal Department and business teams, as appropriate.Maintains complete confidentiality in all matters relating to the Legal Department.
